news coverage this morning, of course, of hurricane earl. tropical storm force winds and driving rains are hitting north carolina this morning. meanwhile, the northeast is preparing for earl as well with a state of emergency already declared in some areas. welcome back, everybody. the east coast has been preparing for this storm all week. as earl ruined many holiday plans across the east coast. >> the outer banks on the coast of north carolina is earl's first target. for its impact there, here's "american landscape" coverage from raleigh-durham's wtvd. >> for breaking news, abc 11 eyewitness news at 11:00 starts right now. >> breaking news. hurricane earl weakens but it's still a powerful storm. with 105-mile-per-hour winds. the category 2 hurricane is off the coast of north carolina right now and the outer banks should feel the effects into the wee hours of the morning. >> take a look at this new eyewitness video just in to us. big waves from earl crashing onto the pier in surf city.

in oslo county. and there are dozens of people standing on the pier watching it as it happens. >> tonight we are live up and down the north carolina coast with the very latest. good evening, everyone. >> hi, everyone. i'm steve daniels. believe it or not, 26 million people in 68 counties stretching from here in north carolina all the way to maine are expected to feel the impact of earl in the next 48 hours. but right now, it is arriving on our coast. here's a live look at the outer banks. this is kill devil hills. the surf picking up. you can see it waving in the breeze. the breeze there upwards of 25 miles an hour. the surf picking up. we've seen light rain this evening. >> and take a look at the crystal coast this evening. this is on the atlantic beach. check out the surf here. we're expecting the storm surge to swallow up a good portion of the beach. that pier is getting a little wobbly tonight too. >> here is the latest hurricane track. national hurricane center moving

noblgts. noblgts upd at 18. it's moving pretty quickly now. and this track if you were with us earlier today and this evening is right along this line, the 70 degree longitude line. it's now east of that, which is the second bit of good news. the hurricane has weakened. it's now forecast to pass only about 100 miles or so to the east of cape hatteras which means the weather won't get as bad as we thought at 5:00 or 6:00. >> now to atlantic beach where hurricane earl is storing up major swells. probably where we've seen most of the rain this evening. the most experienced hurricane reporter in our state greg barnes is live from atlantic beach. he's riding out the storm there, trying to stay dry. doesn't look like it's working. >> reporter: that's not going to happen. i've seen them big, i've seen them bad. earl doesn't seem to be that bad just yet. as you can see, here comes the water. we're getting a pretty good storm surge here. let me show you. what we're seeing right now is a lot of the sea foam as it comes up. that's an indication of just how turbulent the water is out there. and at the end of the peer here. you look toward the end of the

pier, several hundred yards out, you can see some pretty big breakers are building out there. we've been hearing reports of waves running anywhere from 10 to 12 to 15 feet. they crash against the pier. here comes a good one now. they really are causing some foam, causing not a whole lot of damage. they're breaking against the pier. that was a good one. and we've got a couple of concerns about the pier right now. we had two pilings in a section about 100 feet from the end. one piling literally gave way earlier today and floated off. the second piling over that section, just wobbling, looks like it's hanging on by a few nails. so it may go later on in the evening. the rest of the pier seems to be sturdy. it's not wobbling real bad. we'll wait and see how much toll the storm takes on it. we're get something pretty good rain now. we just clocked some wind speed down here on the beach. around 31, 32 miles an hour. the good news is the wind continues to come off the land. let me got bob to pan up again to the porch where we've got all of our tv lights lighting up the beach. you can see the rain coming down. you see it's blowing toward the beach. it's blowing from the inland

sections of the island. that wind as it gusts, forces going against the waves. as you see the waves, they break some of the spray, blown back out, that's an indication the wind is blowing against the waves. that may keep some of the storm surge down. if you notice one thing about atlantic beach it's very quiet right now. our photographer pointed out we're the only ones making footprints in the sand right now. everybody else is hunkered down. >> our thanks to raleigh-durham's coverage. here is where hurricane earl is right now on the north carolina coast. we see this image here on the radar. the concern is as it moves up to the northeast, massachusetts and cape cod, of course a popular vacation spot. >> 500,000 folks. >> for a lot of people on labor day, which is why president obama has signed an emergency disaster declaration already for massachusetts. >> this thing obviously as we said all week was a massive storm at first, a strong cat 4, monster storm.

heading toward cape cod. still lots to watch this morning for sure. good morning, everybody. i'm rob nelson. >> and i'm michael marusarz. vinita nair is on vacation. hurricane earl is hitting the north carolina coast with winds over 100 miles an hour. the powerful storm is now moving northeast. >> earl is now a category 2 hurricane, that's a big downgrade since last night. t.j. winick is live in atlantic beach, north carolina, with a live report on the conditions there. hi, t.j. >> reporter: rob and mike, good morning to you both. we are definitely dealing with the heaviest bands of rain so far during this storm. you have to remember even with a category 2 hurricane, you're still talking about wind speeds up to 110 miles per hour. the real concern right now here in north carolina is the storm surge. what with these waves behind me here and the flooding it can cause. the storm is still packing quite a wallop as it skirts the outer banks and heads straight for new england.

local communities, whether they be for continued sheltering, debris management, life safety, communications support, or whatever the needs may be. >> reporter: now, since this storm was first forecast over 100,000 residents down here on the barrier islands have been ordered to evacuate. rob and mike? t.j., we are getting word the eye of the storm is beginning to break up? >> reporter: well, that's correct. we're all used to that very tightly wound eye of the storm, the center of the storm which we see on satellite images. usually that is the very ominous image for those of us who watch the weather very closely. but as this storm has been downgraded from a category 4 to a category 3, now a category 2, we have seen that eye begin to break up. it's almost barely recognizable now on the satellite map. there is always the chance that could reform, and that would of course be a bad thing for the northeast. but right now, the odds are against it. >> all right, certainly good

it happened about 200 miles west of that bp oil well that blew up in april. the rig's 13-member crew was rescued after about two hours. they shut down the rig first then jumped into the water. early reports say a mile-long oil sheen nearby were knocked down. on the floor of the gulf engineers have removed a temporary cap that last month stopped all that gushin that well has been plugged with cement now so no additional oil has seeped into the water. the temporary cap was removed so that the part of the well that initially failed to stop the oil can be repled. then the drilling of a relief well that will plug tll f good can procee maryland police discovered even more explosives as they continued to investigate the standoff at the disc channearte theoud ives suspect's home. in addition to the crude bombs taken inside the building. pierre thomas reports on the hostages and their or >> reporter: as three hostages lay face-down on the floor, james lee, the gunman, paced

continuing with our breaking news coverage of hurricane earl. it was downgraded to a category 2 hurricane, but as earl moves to the northeast, away from north carolina's coastline, tropical storm force winds are now hitting the coast. not long ago earl was a category 5 storm and looked down right dangerous. now we get an update, though. >> abc's steven portnoy is in kill devil hills, north carolina, this morning. steve, what is the latest? >> good morning, guys. the rain keeps picking up, the wind too as the storm keeps tracking further to the north. it's at this point been relatively easy going on kill devil hills. this island which includes nags head, though we're told by the national weather service at one point nags head had 75-mile-per-hour wind gusts

which is just about hurricane strength. so far we've seen tropical storm force winds but now it looks like it could get even stronger still. this hurricane has weakened, though. that's a good thing because this is a storm that was very powerful just 24, 48 hours ago, a category 4. now it's down to category 2 with 105-mile-per-hour winds. the good news is its eye wall has stayed off the coast. >> as you reported, this was a monster cat 4 storm about 24 hours ago. it did weaken. is that fairly typical as storm systems get closer to land? >> i think it is typical. especially in this case where you have the eye wall that was disintegrating and basically coming apart as the storm was nearing the shore. so i think that that bodes well for folks who are further north, for example, in new england. i think we're hearing it's likely the storm will continue to weaken as it moves further

north into cooler waters up north. >> quickly, steven, what about the people there? we know that the mandatory evacuations along the north carolina coast. what about the people that stayed behind? >> well, they've been doing their best to try to stay safe, i will say that we are hearing reports that route 12 has been washed over on hatteras island. that was the fear, that's why they ordered those evacuations in that particular location. it's the main road there. the big fear now at this hour is the storm surge. because it's hitting just at high tide, it's hitting in these overnight hours. >> abc's steven portnoy reporting from kill devil hills, north carolina. our thanks to you, steve. now earl appears to be headed to the northeast. and the shores of new england. >> nearly 20 years ago, hurricane bob hit that region. the last major hurricane to hit new england. 18 people died in that storm. from the abc news vault now, coverage from august 19th, 1991. >> here at home the first major hurricane of the season on the

east coast, hurricane bob. the latest satellite photos show the eye of the tomorrowstorm is off the coast of maine. it moved off the shore of new england throughout the day, forcing thousands of people to leave their homes. and here's abc's john mckenzie. >> reporter: the storm came barreling up the northeast, traveling at 30 miles an hour, pushing around just about anyone or anything that stood in its way. with winds gusting above 100 miles an hour, people along the coast were left with a basic choice. either move on or hold on. on cape cod, resort towns at the peak of the season looked like ghost towns. after an estimated 50,000 people fled the area. >> just have to know when you can move, when you can't move. you've got to respect that. but yeah, it's scary times. >> reporter: high winds smashed windows and tore off roofs. trees and utility poles were down, leaving many in the dark. in all as many as 750,000 people were left without power and it

could be days before it's restored. waves surged 7 to 10 feet, enforcing navy submarines to flee for the safety of the deep. pleasure boats put into any harbor they could find. >> it's hard to believe how destructive a hurricane could be. >> reporter: the last time people here saw anything like this was six years ago when hurricane gloria paid a visit. >> trees were down everywhere from that one. i can imagine what this is going to cause. >> reporter: in boston employees were sent home at noon. roads were clogged and winds were so strong the city suspended bus service. farther down the coast the tip of long island, new york, took only a glancing blow from the storm. for some there, bob is now just an exciting memory. >> you can't get something like this. >> reporter: for most people caught in bob's path it looks more like an extended cleanup. john mckenzie, abc news, falmouth, massachusetts. >> so funny, moving here to new york from the gulf coast, this is typical summertime activity,

whether they be for continued sheltering, debris management, life safety, communications support, or whatever the needs may be. >> reporter: the worst part of hurricane earl was expected to impact the coastline here at 2:00 a.m. eastern time on friday morning. rob and mike, back to you. >> thanks a lot, t.j. now the latest on the path of hurricane earl. >> accuweather's ava dinges has the latest on this storm. ava, what can we expect today? >> well, thank you, mike and rob. we're definitely expecting the worst of hurricane earl to be impacting the coastal areas of north carolina at least into the early morning of friday. then it's heading for the northeast. but as for now, it's still a strong hurricane. a category 2 storm, winds sustained at 105 miles per hour. it is tracking to the north, a little east of due north, at 18 miles per hour. it is going to continue to head off the eastern coastline. the worst of the weather right now to the outer banks where we're seeing waves as high as 25 feet, pound on in, likely to cause some coastal flooding at

least into early friday. the good news is things should be improving across the carolinas at least as we head into friday morning. through the rest of the days winds will be picking up across coastal areas of long island, even into cape cod. they could be picking up tropical storm force winds as we go into friday afternoon. the worst for cape cod will be into friday night. that's when they could see heavy rain as well. localized areas could see 2 to 4 inches of rain just into friday night, likely to lead to some flooding. now back to you. >> all right, ava, thanks a lot. here's the rest of your friday forecast. wet from the great lakes down to texas with thunderstorms in detroit, cincinnati, and nashville. fall-like temperatures with light rain across minnesota and wisconsin. meanwhile, showers in south florida. >> and 91 in miami. 80s from baltimore to boston. just 62 in the twin cities. out west, 95 in sacramento. 86 in portland. 91 in boise. fema has prepared for

hurricane earl in north carolina. the agency sent trucks to ft. bragg loaded with supplies, including food and water. those supplies can be sent anywhere in the carolinas or virginia as needed. there's a three-day supply of food and water for about 50,000 people. meanwhile, in massachusetts, fema's teams are very busy there too ahead of the storm. national guard crews were at the ready in north carolina ahead of the storm's arrival. last-minute checks were done to a giant hoist that could lift about 600 pounds. on top of that, blackhawk crews made sure their helicopters were prepared to fly. >> despite the warnings two sailors in charleston, south carolina, decided to try their luck against earl. not a good idea. the two men had to jump out just before a huge wave smashed their craft against the pilings. they were not hurt. of course our coverage of hurricane earl does not end here. later this half hour, much more from the north carolina coast. later on "america this morning" and "good morning america," more

live reports all on the storm. and turning to other news on this friday morning, the army has lost its first chaplain in combat since the vietnam war. 43-year-old captain dale getts was among five americans killed by a roadside bomb on monday. he died after the supply convoy he was riding in came under attack. the last time an army chaplain was killed in combat was october of 1970. the search is on at the site of an oil rig explosion in the gulf of mexico. the fire is out. now the company that owns the rig insists the situation here is much different from the april blast that led to the gulf oil disaster. abc's eric barajas has the details. >> reporter: concern over an oil well explosion soon gave way to relief. all 13 workers on board were accounted for, rescued while floating in the gulf. >> all 13 members aboard the oil platform have survived with no serious injuries. >> reporter: the explosion occurred thursday morning more than 90 miles south of louisiana's vermilion bay. an oil production platform located in shallow waters of the

gulf ignited. >> during an exercise, it is a production platform and not a drilling rig. >> reporter: coast guard officials said workers were able to shut down production before evacuating the facility. the owner of the platform, mariner energy, said it had seven wells that produce oil and natural gas. officials do not know what caused the explosion. >> we asked the type of specific work they were doing. they weren't able to confirm for us what exactly the responsibilities there were. >> reporter: there were initial reports of a mile-long oil sheen spotted near the blast site. the coast guard knocked down those reports. >> coast guard helicopters on-scene and vessels on-scene have no reports of a visible sheen in the water. >> reporter: experts say this explosion is nowhere near as serious as last april's explosion at the deepwater horizon site. >> we obviously have response assets ready for deployment should we receive reports of pollution in the water. >> reporter: congress isn't wasting any time with another

oil platform explosion. some house democrats are already demanding answers. the house energy and commerce committee is asking scott josie, president and ceo of mariner energy, for a briefing on the incident. for abc news, eric barajas, houma, louisiana. meanwhile, at the site of the bp oil well, engineers there have removed a temporary cap that last month stopped all that gushing oil. no additional oil has seeped into the water because the well has been plugged with cement. that temporary cap was removed so that part of the well that failed to stop the spill can now be replaced. then the drilling of a relief well that will plug the broken well for good can proceed. federal safety investigators have been looking into consumer concerns about pampers diapers. that's after 4,700 complaints of severe rashes, all on children who had worn swaddler and cruiser dry max diapers, which hilt the market a few months ago. investigators could not find a direct link between these diapers and the severe rashes. parents are still urged to

parts of the northeast. >> for sure. we should also mention we're showing on our screen this morning satellite images of the storm as it now is. earl makes its way up the eastern seaboard as well, satellite map there for you as well as a crawl there. the very latest on the storm information. >> which is important because this storm is moving and we are trying to figure out exactly who is next. but we know north carolina in the brunt of it overnight. >> exactly, exactly. and abc's steven portnoy joins us now from kill devil hills, north carolina, with the very latest on what the storm is doing there. hi, steve. >> reporter: hey, good morning, guys, from kill devil hills, which is a city just south of kitty hawk, just north of nags head. it's been relatively easy going this morning. we're not yet seeing the full brunt of the worst winds from earl although it's tracking right up along the eastern shore of north carolina. right now i'd say wind gusts are close to 50 miles per hour here

on the barrier islands of the outer banks where we are rocking and rolling in our news van outside as winds push us from side to side. it's there's rain but it's relatively light rain. we expect it will intensify as the hours roll on this morning. >> you talk about the conditions happening right now. what about the emergency preparation happening in kill devil hills? the people there who have evacuated. but what about the people who have stayed? what are emergency crews bracing them for this morning? >> reporter: well, there's a mandatory evacuation order for all visitors here in dare county, north carolina, that was issued early this morning. they tried to get folks out. we were out and about earlier. i should say yesterday, thursday, during the day to see who would wind up staying in nags head, in this area, kill devil hills. most people did choose to get out. we're staying at a hotel that is still open, still has electricity, had a band playing in the bar area to keep everybody occupied and happy and energized.

despite mandatory evacuations in three coastal counties down here, officials can't force people out of their homes. so many have chosen to ride this one out. a state of emergency has been declared at this point in four states -- north carolina, virginia, maryland, and massachusetts. and certainly that should help getting those necessary resources to where they need to go as soon as the storm blows out to sea. now right now the storm is on a path to cape cod, massachusetts, with 500,000 simple residents. even though a hurricane hitting the northeast is a once in a generation event, emergency officials up there promise that they will be ready. since the storm has been forecast, over 100,000 residents down here in the barrier islands have been forced to evacuate. rob and mike? >> t.j., from your vantage point, any discernible damage in that area or are things pretty minimal? >> reporter: i would say things are minimal. of course, we've had some moments of extreme weather down here. the surf, about 12 feet high. the rain, the wind.

certainly, the sky has been ominous. but overall, a lot less damage than people expected. and a lot smoother situation, thank goodness. >> certainly good news. t.j., thank you very much for that report. as hurricane earl leaves his mark on north carolina, people in the northeast are now watching and paying attention. >> accuweather's ava dinges is following the hurricane's every move. ava, the big question, what can we expect now? >> good morning, mike and rob. and unfortunately, we could expect conditions to worsen across the outer banks, at least into the next couple of hours. because earl is still expected to parallel the outer banks as we head throughout these early morning hours. it's sustained winds at about 105 miles per hour. the good news it's about 50 to 100 miles offshore. that means the worst of the winds are going to be offshore as well, but even the outer banks could see tropical storm force winds throughout these next couple of hours. gusts as high as hurricane force. it looks like earl will be

florida. meanwhile, light rain across minnesota and wisconsin. >> cool in the midwest and great 62 in minneapolis. 71 in chicago. 75 in kansas city. 80s in the northeast. and 93 in atlanta. seattle hit 77. and salt lake city 86. shifting gears to other news now, no oil has seeped into the gulf of mexico following another rig explosion there. the blast took place about 200 miles west of the bp oil well. all 13 crew members were safely rescued after they jumped into the gulf. they did manage to shut down production on the rig though before evacuating. it's still unclear what sparked this explosion. early reports about a mile-long oil sheen nearby, though, have been knocked down. the fbi is revealing details of what it's calling the largest human trafficking case in u.s. history. six suspects are accused the luring 400 laborers from thailand. they apparently force them to work at sites from coast to coast. if convicted, the accused face sentences up to 70 years.

police say four more explosives were found at the home of a man who stormed discovery channel's headquarters this week in maryland. that's in addition to the four devices that were found in the building after police shot and killed that suspect. it also turns out the suspect, john lee, was carrying pistols, not handguns as police previously reported. the first day of mideast peace is talks ended with a promise to keep talking. the israeli and palestinian leaders will meet again in two weeks. secretary of state hillary clinton will also be there. jake tapper has a look at what she's facing. >> reporter: secretary of state hillary clinton has never before faced a challenge as daunting as this one. >> this is in the national security interests of the united states. but we cannot and we will not impose a solution. >> reporter: the world will be watching to see what she brings to the table. >> i think she has credibility. now, whether that translates into diplomatic skills, i don't know.

moving north. north upd at 18. it's moving pretty quickly now. and this track if you were with us earlier today and this evening is right along this line, the 70 degree longitude line. it's now east of that, which is the second bit of good news. the hurricane has weakened. it's now forecast to pass only about 100 miles or so to the east of cape hatteras which means the weather won't get as bad as we thought at 5:00 or 6:00. >> now to atlantic beach where hurricane earl is storing up pretty major swells. probably where we've seen most of the rain this evening. the most experienced hurricane reporter in our state greg barnes is live from atlantic beach. he's riding out the storm there, trying to stay dry. doesn't look like it's working. >> reporter: that's not going to happen. i've seen them big, i've seen them bad. earl doesn't seem to be that bad just yet. as you can see, here comes the water. we're getting a pretty good storm surge here. let me show you. what we're seeing right now is a

lot of the sea foam as it comes up. that's an indication of just how turbulent the water is out there. sort of at the end the pier here at atlantic beach, several yards out. you look toward the end of the pier, several hundred yards out, you can see some pretty big breakers are building out there. we've been hearing reports of waves running anywhere from 10 to 12 to 15 feet. re aresome foam, causing n a w lot they're breaking against the ier that was a good one. and we've got a couple of concerns about the pier right now. we had two pilings in a section about 100 feet from the end. one piling literally gave way earlier today and floated off. the second piling over that section, just wobbling, looks like it's hanging o a f so it may gin t cf nd see how much toll the storm takes on it. we're get something pretty good rain now. we just clocked some wind speed doon te ea
